Mufti Munir Shakir: A Religious Leader and Pashtun Activist

Mufti Munir Shakir, a prominent Islamic scholar, preacher, and nationalist, was born on April 4, 1969, in Makhai Zai, Kurram Agency. His life journey encompassed religious education, scholarly contributions, spiritual leadership, and involvement in nationalist movements. However, his legacy is also intertwined with controversy due to his association with Lashkar-i-Islam.

Early Life and Education

Mufti Munir Shakir began his education at Government High School Makhai Zai. His passion for Islamic studies led him to Karachi, where he pursued higher religious education. He completed his secondary studies at Jamia Al-Binori Town (Saharab Goth) under the guidance of Allama Banuri, a renowned Islamic scholar. His academic journey continued at Jamia Darul Uloom Karachi (Korangi), where he excelled in the Alimiyya course. Under the mentorship of Fazil Sheikh-ul-Hadith Maulana Saleemullah Khan, he deepened his knowledge of Islamic sciences. He later specialized in Islamic jurisprudence (Fiqh) at Jamiatul Rashid Karachi, studying under Mufti Azam Pakistan, Mufti Rashid Ahmed Ludhianvi.

Contributions to Islamic Scholarship

Mufti Munir Shakir made significant contributions to Islamic thought and scholarship. His works covered Quranic exegesis (Tafseer), Hadith studies, and Islamic jurisprudence. Among his notable publications is “کیا ہمارے نبی صلی اللّٰہ علیہ وسلم کو جادوگر نے شکست دی؟”, which explores theological aspects of Prophet Muhammad’s life and addresses misconceptions. His ability to simplify complex religious topics for a broader audience earned him a reputation as a leading scholar among students, academics, and religious seekers.

Educational Endeavors and Spiritual Leadership

To promote structured Islamic education, Mufti Munir Shakir established Jamia Masjid Nidaye Quran in Ormar, Peshawar. This institution became a center for Quranic and Islamic teachings, offering Tafseer classes, Hadith lessons, and spiritual guidance. Through his leadership, Jamia Masjid Nidaye Quran transformed into a respected hub for Islamic knowledge, moral training, and community welfare, attracting students and religious scholars from diverse backgrounds.

Nationalism and Advocacy for Pashtun Rights

Beyond his religious contributions, Mufti Munir Shakir was a Pashtun nationalist who actively participated in the Pashtun Tahafuz Movement (PTM). His advocacy focused on peace, justice, and the rights of the Pashtun community, which has endured decades of conflict and marginalization.

His involvement in PTM gatherings was instrumental in raising awareness about human rights violations, enforced disappearances, and the socio-political challenges faced by the Pashtun people.

• In October 2024, he addressed a PTM gathering in Khyber Agency , where he criticized political and religious leaders for betraying the Pashtuns and acting as agents of external forces. He urged unity and self-representation within the Pashtun community.

• During a peace rally outside the Peshawar Press Club, he spoke about the devastation caused by the war on terror, stating that one group kills Pashtuns in the name of Islam, while another kills them in the name of law and order.

• He also utilized social media and public forums to highlight Pashtun struggles, calling for an end to oppression and advocating for the protection of their cultural and political rights.

His participation in these movements reflected his broader mission of promoting justice, unity, and peace among the Pashtun people.

Controversial Association with Lashkar-i-Islam

Mufti Munir Shakir’s legacy is also marked by controversy due to his association with militant activities. In December 2004, he founded Lashkar-i-Islam, a militant organization based in the Bara region of Khyber Agency. The group was banned in 2008.

Demise

On March 15, 2025, Mufti Munir Shakir was injured in a blast near a mosque in the Urmur area of Peshawar. The explosion occurred within the jurisdiction of the Armar police station, injuring four individuals, including Mufti Munir Shakir. He sustained injuries to his left foot and was immediately transported to Lady Reading Hospital. Despite medical efforts, he succumbed to his injuries.

The incident is under investigation by local authorities, including the police, Bomb Disposal Unit, and Counter-Terrorism Department.
