Global Governance Initiative: World Order in an Era of Transformation
At a time of unprecedented global changes, China’s Global Governance Initiative gained prominence at the recent SCO Summit. Against a backdrop of rising geopolitical rivalries, strained economic globalization, and inadequate global governance, the initiative highlighted a forward-looking approach to fostering international cooperation. From climate change and cybersecurity to artificial intelligence and pandemic response, emerging challenges transcend borders and are fundamentally reshaping the international order. In this climate of uncertainty, China’s Initiative offers a potential framework for multilateral cooperation.
The current disorder in global governance is no accident. Actually, it is the inevitable result of profound structural shifts and a historic transition of eras. The Western-dominated system of governance, rooted in the post-WWII order and reinforced by the unipolar moment, is being fundamentally challenged. Meanwhile, the collective ascent of the Global South and emerging economies has redrawn the international power map.
Hegemonism and bloc-based confrontation continue to poison mutual trust and weaken multilateral foundations. Meanwhile, fragmented regulations, a widening governance vacuum, and critical shortages in global public goods have laid bare the systemic shortcomings of existing institutions, especially the lack of representativeness, inclusivity, and efficacy. The system is losing both legitimacy and relevance,while its ability to meet transnational challenges is declining. Structural reform is not just necessary.In fact, it is urgent.
Confronting the deepening crisis in global governance, China has put forward the Global Civilization Initiative, which outlines a vision for international cooperation guided by the principles of extensive consultation, joint contribution, and shared benefits. At its heart lie five core tenets: sovereign equality, the international rule of law, multilateralism, a people-centered approach, and a commitment to practical results. These principles, though distinct, are interconnected and collectively articulate China’s approach to reforming and strengthening global governance. They are closely aligned with the spirit and objectives of the UN Charter.
The Initiative aims to dismantle aging global structures long controlled by a handful of major powers, while elevating the influence and representation of developing nations. It advocates for a rules-based international order, opposes the selective application of international law, and favors dialogue over coercion. Through inclusive cooperation and mutual benefit, it seeks to translate global aspirations for improved livelihoods into tangible progress.
It should be noted that China’s vision for global governance did not emerge in isolation. Rather, it is deeply informed by traditional Chinese philosophy, including the concepts of “pursuing the common good for all”, “Hehe culture”, and “the coexistence of all in harmony”. This vision also builds upon the Five Principles of Peaceful Coexistence, a cornerstone of early Chinese foreign policy, and reflects the country’s modern role as the largest developing economy committed to more equitable global development.
At a time when many nations still operate under the zero-sum mindset, China’s approach places development at the heart of international governance, a stance shaped by its own historical experience. The core conviction is that without development, there can be no lasting security; without shared prosperity, global stability remains out of reach.
The transformation of the global order will be neither quick nor straightforward. Revising the system of global governance is likely to prove a long and complex process. Thus, the significance of the Global Civilization Initiative lies not in offering one-size-fits-all solutions, but in proposing a method: an evolutionary approach to governance built through sustained dialogue, practical experimentation, and the gradual solidification of norms.
These ideas provide the international community with public goods of genuine value. The aim is not to solve every global challenge at once, but to help shift discourse beyond the current paradigm and foster a more authentic dialogue oriented toward a more equitable and just global system.
